In my day, Girl Scout badges were 1 1/2" rounds. You can make your any shape you want. Try hearts or stars or a free-form shape.
Select two papers of your choice. I've chosen two shades of purple. Using a template or some round object and a pencil, draw a bunch of shapes on the darker paper. Draw the same number of shapes 1/4" smaller all around on the lighter paper. Work your design on the smaller shape. You can use collage, paper clay, or any art medium you want. When the design is finished and dry, cut it out. Cut out a dark shape and glue the two together, making sure to centre the lighter piece on the darker one.
